and mohar is technically a seal.. you know the thing they melt over the candle and the melted gooey stuff they use to seal documents..once it hardens it acts as a sealant (its done even today by the Govt of India for important documents etc) Its done because its impossible for anyone to break a seal and then refix it.. that way no one can see whats in the message without the fact that the message was read being known by the concerned parties...
the logo on the seal denotes the official/institution/(in this case) kingdom it was placed by
