We know that Raman has a eleven year son Aditya n 5/6 year daughter ruhi, so if that is the case ,Raman got married to Shagun 12 years back, and Raman has taken care of mihir from the day he got married to shagun. Our Raman, Ishita n Shagun are so young now also, so our mihir would be younger wen his sister shagun got married to Raman.

Guessing Shagun too was of same as Raman, which is 19.

I'm pretty sure they are bro/sis because Shagun and Mihir are close. They could be cousins or friends or whatever too, but like Megher_Palok said, Mihir was probably a teenager/young adult when Shagun and Raman got married, and that's what he meant. If they follow the novel and the repeated hints they have been giving out, then Shagun and Mihir are brother/sister.

Theory: Mihir mentioned to Ishita he made wrong choices in his life. Raman came into his life and made him the man he is today. Perhaps Mihir was an orphan kid, steeling at a young age to survive. I don't know how Shagun and Raman met.. Let's assume they are siblings or.. Met at the orphanage.. When Shagun poisened Adi's mind and cheated on Raman, Mihir tried to intervene but Shagun would not listen. So Mihir stayed loyal to his Bhaya..
