The begging menace is just like slums - we cannot get rid of them. There are several categories of beggars - some are invalid/old and abandoned by family - they do not have any other means of sustenance then there are trafficked children (like in the show) controlled by mafia, professional beggars - who are able bodied, but know nothing other than begging and will resist rehabilitation because they do not want to work - they introduce their own children also in the begging.

People and Administration can help the invalid/old beggars by providing sustenance as a welfare measure. The trafficked children can be helped and rehabilitated (if they have not mentally adopted begging as their profession), but other beggars will return (and probably kidnap other children to introduce in begging) no matter how much motivation/coaxing etc. by people/administration.



Valid points SPuja, well @bold, that is one big challenge, for most beggars their profession is simplest and easiest way of earning money.
My personal concern, I am unable to distinguish between a person who is truly in need against a fake beggar. They all look scary to me and I am afraid am teaching my kids to be wary of people asking for alms. This is exactly opposite of what my grand parents taught me.

All able bodied beggars can be broadly categorised as someone who begs as a profession. Especially when I see some frail looking or old man/woman doing odd jobs - some labourer seem to be in bad health, still working to earn a living instead of going the easy way of begging - then my resentment towards those able bodied beggars increase. I especially despise women with small babies (mostly asleep due to drugs/ afeem) asking for alms and making their young kids also to beg (not all young kids are controlled by beggar mafia - many parents themselves ask their kids to beg).

I observed some beggars dont ask but just sit and expect something. They seem to be harmless. The most offensive are women with ill fed infants begging in the hot sun without any protection for the infant. Those infants must be confiscated and given for adoption to well meaning people. The children who beg are used either by their parents or mafia and NGOs with police help must tackle the issue. A heart is needed to tackle this problem as it is a result of poverty, ignorance, lack of education and other social evils.

Beggars should be rehabilitated in spacious open shelters with some provision to protect them from the elements than in cramped buildings. Given some suitable work. Some social activity and make them feel that they belong to society.

Most of the beggars will not agree to work - they are after easy money. Most of the beggars are not poor - from time to time we read news about how lakhs of rupees were found from some dead beggar. Rehabilitation will be a success only when the beggars themselves want to work. The old and invalids have to be given shelter and food, clothing etc. as a welfare measure.

Those are rare cases.
Yes, able bodied must constribute to society. Most important is cleanliness and water to clean up the beggars. And a health checkup.

Try searching how much money beggars make in India - all those are rough estimates I think.

It is not a question of how much they earn but it should be quality of life they should lead. And they should be provided atleast clean bathrooms, toilets, plenty of water and soap. Regular medical check ups and clean clothes. As a country where every political party boasts of bettering the lives of the poor, the beggars and destitutes must be provided some basic facilities.

@bold - if they have money, then they should think about quality of life themselves. But if they improve their quality of life - their profession (begging) will suffer. Only the old and physically/mentally disabled people and children need help in the form of basic facilities - food, clothing, clean living space and healthcare. Others should be asked to work and parents living of their children's begging should be punished.
