Actually, Bombay prevention of begging Act is applicable in most of the States - States can make their own Act also. Rajasthan rehabilitation of beggars Bill was perhaps passed in 2012 (search lead to several news items regarding it) , but now it is not available in Rajasthan Government website.
The begging menace is just like slums - we cannot get rid of them. There are several categories of beggars - some are invalid/old and abandoned by family - they do not have any other means of sustenance then there are trafficked children (like in the show) controlled by mafia, professional beggars - who are able bodied, but know nothing other than begging and will resist rehabilitation because they do not want to work - they introduce their own children also in the begging.People and Administration can help the invalid/old beggars by providing sustenance as a welfare measure. The trafficked children can be helped and rehabilitated (if they have not mentally adopted begging as their profession), but other beggars will return (and probably kidnap other children to introduce in begging) no matter how much motivation/coaxing etc. by people/administration.
Valid points SPuja, well @bold, that is one big challenge, for most beggars their profession is simplest and easiest way of earning money.
My personal concern, I am unable to distinguish between a person who is truly in need against a fake beggar. They all look scary to me and I am afraid am teaching my kids to be wary of people asking for alms. This is exactly opposite of what my grand parents taught me.
