Ok,let's jot down the points for and against this theory based on what has been shown so far-
For :
1. Nearly every angry reaction by Rudra,even in the precap, has been in front of his family. V haven't seen anything alarming in his inner thoughts. Even when he saw paro in the press conference,he remembered what sunehri said about her (and not the condition of dilsher),which can actually go both ways when it comes to his real thoughts about Paro. So,there's still a chance that he might be pretending to make the real culprit overconfident.
2. Even after hearing out Sunehri,he still wanted to find out who the real culprit was,that means he hasn't completely believed her
3. Rudra knew that thakur was gonna come to the mela yet he accused paro of calling him there. He might be trying to hide the former fact from the real culprit.
4. The overall picture suggests that Rudra totally distrusts his family and understands Paro well enough to know that she isn't capable of doing this,that too to someone who she respected and who adored her. Plus,she had neither reason nor any purpose to do so. She could have run away after doing so but she didn't. He can doubt Sunehri's claims too as she's his enemy's daughter.
5. Rudra might have suspected paro initially due to heat of the moment but after she returned,it's obvious that she's against Tejawat,so his accusations in the precap are baseless.
Against :
1. Rudra thinking that paro had been pretending all the time. That was actually the only inner thought that went against paro. But as I mentioned earlier,his view might have changed after she returned.
2. Sunehri said that she clearly saw paro,she didn't mention that she hadn't seen her face. So,that has become an irrefutable evidence for him.
3. He knows that she hates him to the extent of burning up her own hands and whacking him on the head. Maybe she did this out of anger.
4. Though Rudra saw her faint at the sight of fire in the 1st meeting,I think he didn't deduce the reason. She has mentioned and used fire many times after that,so v can't say that he knows that she wouldn't have used fire as a means.
