I agree with you, but I think the reason behind this is that Gopi never grew up with her mother, Madhu, so she never really had the affection one gets from a mother. As terrible as Kokila is now, she was the first woman who had shown Gopi a mother's love. She never got it from Urmila either. In fact, she was treated like a slave by Urmila and Rashi throughout her childhood. She had never known a mother's love until Kokila came along, so that could be the reason she worships Kokila so much. Although Kokila failed in her role as a mother and mother-in-law, I think Gopi will always hold her on a pedestal for this reason, as she thinks of Kokila as a mother more than mother-in-law.
