if you see harem in charge was usually emperors sister or daughters(like kanzada, sati-al-nissa, jahanara, roshanara, zeb-u-nissa etc) and so were malika-e-aliya's

Emperors were clever they had many begum if they make one begum harem incharge and empress all others fight so better make sister/daughter harem incharge/empress. No wife will dare go and complain to emperor or start cat fights with sisters and daughters of emperor. So emperor can peacefully look after admin/war etc

so salima is cousin sis of jalal she can become harem incharge

Bakshi could have been given this position but in this serial they wrongly show her as younger sister and crying abla nari(which she was not, she only told akbar to give justice to sharifu and kill him for his grave offences qquiet a brave and mature lady in real life) otherwise she was best choice and no begum will dare fight with her not even ruqu. jalal will not listen to complaints against bakshi like he did about ruqaiah for sure. They have completely villanised strong and good humans in real akbar's life in this serial?

So salima is only choice left now after ruqaiah
