items like old newspaper, old books ...usually sold to scrap paper collector

In India, when people have finished reading this newspapers, it becomes a pile of raddhi, and at the end of the month, or when ever the pile becomes big, the people of the household sell it to a raddi-wala - they make paper bags out of the newspapers
Similarly there are other items that can be sold to raddi-walas, like metal-scraps, and they can be reused

So raddi means something use-less
