However, for relief efforts we must remove the cause of the problem. Basically we need to get to the root of the problem if we must eliminate it and prevent it from occurring again. my personal suggestions is by eliminating, permanently removing the two direct causes of the earthquake. no, no, there shouldn't be any reconsideration than to permanently and completely remove and terminate the root of the problem or it will continue to take in more victims and cause more after effects.
