I would not enter Alexander in the "great ruler" .stakes at all. When did he have the time to settle down and start ruling? He was still planning to conquer Arabia when he died. We can judge him as a ruler only after he had stabilised his empire, and he never got there. Who knows how high he might have risen if he had, like Akbar, lived past three score years?
Of our great rulers, Chandragupta always had Chanakya's unrivaled statecraft behind him. Alexander had to fend for himself, for Aristotle was no longer a part of his life after he turned 16.
. Asoka inherited most of his empire, and he was a very harsh ruler till the Kalinga epiphany. Samudragupta, Akbar, were great rulers, as was Augustus Caesar; I don't know much about the Chinese emperor.
What is striking is the vision that Alexander had, of not just melding the Persian and Macedonian cultures, but of bringing together all the variegated peoples of the lands he had conquered. In this he was like Akbar.
This leaves Napoleon. The parallel isn't exact, but the rapidity with which he conquered most of Europe and Egypt reminds one of Alexander. Even during his all too brief reign, Napoleon proved himself as an excellent administrator, if not a superb ruler. The Code Napoleon is still the basis of the French legal system. But Napoleon never knew where to stop, alas, and he self destructed.

However a great conqueror is not necessarily a great ruler.Alex did conquer the world but died before he could prove himself as a worthy ruler of the lands he had conquered.Therefore I am not sure whe there we can comment on that or not.
When it comes to military achievements,Alexander is unparalleled.There is a reason why he is called 'The Great' afterall.
But when it comes to being a 'ruler' then I can list many who surpassed Alexander.
1.Chandragupta Maurya
2.Ashoka The Great
3.Samudragupta
4.Akbar The Great
5.Augustus Caesar aka Octavian
6.Qin Shi Huang aka First Emperor Of China
These figure were certainly more effective as rulers than Alexander.
But yes what he achieved in such a short span of time is remarkable to the core and this is why his name is remembered in history.Infact Porus himself is known to the world because of Alexander.
