Contact a moderator to make threads sticky..If they are threads like GOTW, Newsletter related and something else, they automatically get sticky

Resham is most probably our moderator..I think its automatically Resham. Nobody else of now..

Going along with what NiRaj said, you can also report your topic and say to make it sticky. The Mods will check it out and decide if it should be stickied or not
