only sajal is popular. hamza is "sm popular" but does not have mass audience or grassroots recognition.

But isn't it better for a show to become organically successful? Like even Ishq Murshid wasn't that popular initially, and neither did it have big promotions, and hardly any people online were hyping it. Still, it became popular slowly and got amazing ratings as well.

That's true as well, but Sajal is used to it. She had to carry Aangan on her shoulder even with a big star cast.

I agree. Sajal is enough to carry the whole show on her shoulders. However its a cause based show so makers will mostly be concerned about critical acclaim. If it gets commercial success too then that would be great.
