Hey, Madhu. Glad I stumbled into this page. Mustapha's in Little India, which Roja mentioned, is a grat place for practically anything you need. And, it's open 24 hours.
If you're looking for shoes though, it may be a problem. You can get good sneakers (all brands) from Mustapha's but when it comes to ladies dress shoes and sandals, all you can find is stuff from India, which I presume is not what your in-laws are looking for. If they are looking for big sizes, they could try stores like Marks and Spencers and Robinsons. Both are in the Orchard Road shopping belt. Robinson's is a bit expensive but it's one of the oldest stores in Singapore and is known for quality stuff. Takashimaya, also along Orchard Road, is another good store. Don't go to the other stores in the building where Takashimaya is located; most of them are designer stores.
Most other stores will probably carry small shoe sizes. Ditto for clothes. Marks is among the few stores that have bigger sizes. Robinsons used to have fairly big shoe sizes but I haven't shopped there for a long time and they are in the process of re-making themselves, so I don't know if they have downsized (literally). Mark's clothes tend to be a bit staid and unexciting, compared to those you find in Marks in London. Nonetheless, Marks' stuff gets high marks on quality. I've been wearing four pair of trousers from them for the past 4-5 years or so.
Costumes jewellery is easy to find anywhere in Orchard Rd. (At Mustapha's you find mainly Indian costume jewellery as well as gold and expensive Italian jewellery). At the airport, Chomel has reasonably priced costume jewllery but the selection is limited.
Ion Orchard is the latest mall to open in Singapore (just did so last week). It's a glitzy affair and I think most of the stores are designer stores but there may be opening offers.
Some of the suburban malls also have pretty good, non-designer stuff at reasonable prices. My favourite is Parkway Parade, on the east.
