Well ruby is definitely pia's sister, as the flashback of pia's father asking her mother to leave and her mother taking pia with her show, but pia's father keeps the other little girl, pia's sister with him, and ruby goes to the same college where pia's father is the principal. So there's high possibility that ruby is pia's sister and the young daughter of the principal.
I suspect that pia's father intentionally sent pia and her mother away to keep them out of harms way, and he may have known the other little girl of his who he kept with him is a daayan. Pia and ruby are defo sisters, but it remains to see why the father actually broke relations with pia and her mother with the exception of pia's little sister, plus whether that little girl was in fact ruby, and if the principal knew that she was a daayan. Also another question would then be is why pia's sister is a daayan since birth and how.
