It’s possible. That’s why Veer is said to be quiet powerful.

The reason why Veer and Jay aren’t hybrids because when fake Markaat fought with lord Shiva he struck her down and took away half of her powers along with burning half her face in the form of a curse. I guess it got extended to her children as well, that they could inherit only half the powers and abilities from her.
