It was definately for Mohan...the way Megha's character has been handled until now, especially in connection to Mohan has been very confusing and I think thats how the writers wanted it to be. She started taking Mohan seriously after the Pratik incident and from then on he has always been in her subconscious mind and after that we had been seeing a confused/changed Megha, her feelings for Mohan grew during the farm house incident and also during the Amar vyas case and later when he was shot. We can see her feelings more prominently after the Amar case, when she stops Mohan from leaving mohalla, thats when, probably for the first time she had the self realisation that she also loves Mohan, but she could not come to terms with it and thats why slapped Mohan when he confronted her.
I do agree that enough of Megha's realisation of her love was not shown, I think this was deliberately done in order to show Mehga's attachment to her dead husband...after all its not easy to move on from a person with whom you have shared life for 10 yrs and had 2 children with him. They wanted to give very strong reasons for Mehga falling in love with Mohan and also make it difficult for her to accept the fact that she has moved on to love another man. Her first acceptance came when she decided to move away from Mohan after Indu's abuse in the hospital and in yesterday's episode it was more prominently shown.
I am guessing that, from now on the writers will show Mehga's love for Mohan grow to an extent where she will make it obvious to world, just like Mohan has done in the past.
