Dex, the song should mainly feature at least one Indian instrument (like the tabla, sitar, etc. the rest you can google ) in its background music. As long as it meets that requirement, it can be in any language. The organizers can correct me if I'm wrong.

I think Indian instrument is not mandatory. It can be western instrument (violin, guitar, piano, saxophone, trumpet, banjo etc.) as well. Yes, Koeli first wrote about Indian instrument. But then Lizzie edited that post and deleted the word, Indian from it. And she gave examples of piano and saxophone in that post.
