He isn't. The song is originally from Jab jab phool khile and picturized on Shashi Kapoor. He just did a take on it in this song. Unfortunately, he became more known as Mehmood's (and other actors) imitator though he was a bundle of talent all on his own. Filmmakers used him for filler stuff like this.
