That's the Kundan Lal Saigal in Kishore Kumar. He had said in some of his interviews that he tried to sing like Saigal in the early part of his career.

I first heard this song on a Talat solos compilation cassette and it has stayed with me since. Such a lovely tune by Anilda, and one of Sahir's earliest works. His trademark style is evident even here. Talat's voice smiley19
