In red: Yes exactly this makes me question more about why Karna forgot or Vyasa forgot to say why Karna did not think of Shakti!!! He did vow to kill Arjun., so why did he not use his shakti when he had an oppurtunity to complete his vow?!

Karna himself does not use Nagastra twice., this happens when Ashwasena comes asking him to use him for the second time.. Also.,he wanted to kill arjun with his own prowess and did not want to take him from anybody else...
