Sorry for taking so long to respond. As a newbie I'm restricted to making only 10 posts per day. It depends on the branch of Vedanta you follow. If you follow Advaitism then yes God is both the doer of right and wrong and he is also Kali.
But I'm a follower of Dvaitism. So i'll give you my point of view. You are right that Dharm and Adharm are created by God... in fact both were created through Brahma. Brahma creates Dharm from his mind and Adharm from his back (source: Kalki Purana).
Now if you go by Dvaitism, then it says that atma and paramatma are eternal, but atma is not an ansh of paramatma. But the atma is dependent on paramatma for survival. Now even among jivatma's there are various types... Kali forms the atma having highest tamoguna's with very negligible satvic/rajasic gunas. The Supreme lord always ensures that there are equal opportunities given to all gunas to have their say. The best example is the way our Kalpa is divided into Yugas.
You have the first yuga, Krita Yuga, which is the Yuga of Truth. That means that Satya, Dharma and all Satvic gunas are given highest prominence by the Supreme Lord during that yuga with rajasic/tamasic gunas being at the minimum. Towards the end of Krita Yuga... Satya, Dharma and all Satvic gunas start to lose their shine and the lower gunas, viz. Rajasic and tamasic gunas start taking prominence. During this period, Dharma is symbolized to stand on all four legs depicting his control over all jivatmas.
By the dawn of Treta Yuga, Rajasic gunas are at its peak and Satvic gunas start to lose their prominence. Example: Parashuram takes birth to reduce Rajasic gunas and Lord Ram takes birth to bring Satvic and Rajasic gunas to equal prominence. During this period, Dharma is symbolized to stand on only three legs showing he lost one leg to another guna.
But during Dwapara Yuga, Tamasic gunas start taking more prominence over Rajasic and Satvic gunas... thats why you have the best of the best men in the Bharata clan (Kuru clan to be precise) but their minds get corrupted with tamasic thoughts. Dwapara Yuga sees the rise of the demon Dwapara (Shakuni) who gets his chance to rule the world. During this period, Dharma is symbolized to stand on only two legs losing to both rajasic and tamasic gunas.
During Kali Yuga, Tamasic gunas are at the highest with the Demon Kali getting his chance to establish supremacy. During this period, Dharma is symbolized to stand only on one leg.. This is the age of immorality.
Note that in all the Yugas, none of the gunas have become zero. They fluctuate to the minimum and maximum.
The leela of the Supreme Lord, according to Dvaitism, is not himself taking forms of Kali or Dwapara or any other demon, but in making sure he gives a fair chance for all gunas to reign. But the Supreme Lord is himself only of Satvic gunas and has both Rajasic and Tamasic gunas under his control.
This is a slight interpretational difference between Dvaitism and Advaitism... Advaitism says God is both Saguna and Nirguna. That God is himself the Demon Kali and also Shiva/Vishnu/Brahma and everyone is God/part of God. Dvaitism doesn't accept that notion and instead stresses on God being an independent entity, benevolent but with only Satvic gunas. The idea originating from the fact that the one who is the most Satvic has the knowledge and the power to keep both Rajasic and Tamasic gunas under his control.
At the end of each Kalpa, Lord Vishnu ushers in the Prakritik Pralaya destroying the entire creation and with all Jivatmas going into him (through his mouth as depicted in the Lord Vishnu's Vishwarup). The next morning, a new Lord Brahma is born out of his naval who again starts creation. The jivatmas, who have been protected by the Supreme Lord during the Pralaya, come out of the umblical cord that connects Vishnu to Brahma. Brahma then gives an appropriate body to the Jivatma and also an appropriate Loka to reside in depending on the Karma of the Jivatma (source: Vishnu/Kalki Puran). At the end of each Manvantara, Lord Vishnu ushers in the Mahapralaya and restarts a creation with different rules from the previous Manvantara.
