Atleast 4 times;
-Their FIRST meeting! when Mihir returned from America and bumped into Tulsi.
-When Mihir was said to be 'dead' and when he came to give Tulsi krishanji which Mandira had promised that she'll fix. On the wedding day of Tulsi/Anupam, he showed up and the red gulal fell on both of them.
-Gautam's kidnapping, Mihir furious with Tulsi, breaks up the relation, Mihir tries to open his car, gulal goes on Tulsi
-Recently, when Mihir's blood became Tulsi's sindhoor.

But then Devu asked..how many times gulal fell on Tulsi's maang...in all other occassions gulal fell on Mihir..!!!

In that sense...ther have been 6 suchh times... 1. First meeting.. 2. Mihir bak from dead!! 3. Wen Mihu ws about to marry Mandira!! 4. On their anniversary.. Mihu was coming down the steps...and tulsi ws going to baa.. 5)Wen Gautam was kidanapped! 6) Recent blood one!
