I don't think she is evil. She seems more like an avenging angel than anything else. Didn't she help out the lady being beaten by her husband and the daughter-in-law being mistreated by her in-laws. I think she is more of a vigilante than anything else. But she does operate outside the law, which could explain Kanya's parents' fear. I think she awakens when she see injustice.
