i am not sure who owns the building...how is it possible to sell half of a building...can anyone explain what happened...

Dev handed over 49% of his share to Vicky. I am assuming that also includes the power of attorney. Anyone who has power of attorney can take decision on their behalf in their absence. So if that power of attorney extends to the property, it can be sold or rented out but only the portion the power of attorney gives the right on.
So Vicky can legally sell the portion he has power of attorney on which is 49%. It is a legally valid sale. That's why Dev had to offer to buy Sonakshi out instead of throwing her out.

It is possible I also don't live in India but according to European law it is possible to sell a part of a building.
