I think his intention is to pimp her out after she becomes a devdasi... Coz he mentioned how he lost out on making money with the mother when she was thrown out of the village.

I think he want her to turn devdassi so he can make money by it .

But still ,his intentions is so confused

Why I m thinking ,Shasahvat will saved aaru and then he get to knows about her identity of being tulsi daughter ,he may follows on her house then aaryan will see him coming from there
