Right now, in India, it is a sin, against the law. I was discussing the issue of eastern based culture to western based culture in olden days. But, certain people in India are very good at covering it up and unfortunately, if you have money and power, it can be easily done. That 's why I brought up Dhamendra.
Also, if your marriage is not registered then yes you could in fact get married more than once with only one marriage certificate. So maybe they are not even breaking the law. Men tend to do it more than women.
