Kotwal is a policeman cum judge (in India we call Panchayat) this was the system followed around this (15th - 17th c) time.. because every city every problem could not be taken to the capital... (transportation/time constraints) so the Kotwal is the authority of the city... most possibly, he wouldn't need anyone's permission to go into a house... and at this time (unlike today), houses/rooms had no doors either... only a main door, which was only closed at night...
Plus, Akbar was not even there at home when this happened... he was on his way out of town and returned to find the Kotwal and all his men there...
Also, this is not like the fancy metropolitan cities of today where everyone minds their own business... in smaller towns and villages, one house's problem becomes entire neighbourhood's problem. I don't know how it is in Russia, zhanna... but even today in India, people will barge in uninvited... to give their opinions, raise their voices and add to the confusion too, if they sense a problem in a neighbour's house! 😆
