Sa'afir means Ambassador. Or someone who is an intermediary between two parties. The word is pronounced as " Sa'afir " not as " Shafir " as was wrongly pronounced in the show.

Nur-e-Haram..
Nur means Light. Harem you know is the females residential area. So Nur-e-Haram would literally translate to Light in harem, or the distinguished one in harem. Or, in simple terms, someone who has been given an honorable position for her qualities. It is not related to beauty. It can also signify an appraisal in one's status in harem. This is what the designation literally means.

But our CV's use everything in a confused manner. For them, Nur-e-harem probably means the one who managed the harem. After JJ's marriage this designation was used for Ruqaiya. Now they have given this designation to Salima Begum, which is true as she was the one who managed Akbar's harem..
