Ruk will like the idea to blame Jodha since she had Hussain at night. If Zeenat is under Jalal's watch then he might catch her in the act.

I somehow think Zeenat's baby has to come into play. When Zeenat and her husband are proven to be murderers of Hassan and Hussain, Jalal will never pardon them. So if Zeenat is caught in the act and pretends it is medicine maybe Jalal will make her give it to her baby instead. So in panic Zeenat might blurt out the truth.

I think for poetic justice CVs might show Zeenat's own baby also suck the finger and what Zeenat inflicted on Jodha Jalal she herself will face

So for probable reasons, Ruqu may not even be in a condition to punish as she may go insane the moment she heard about her sons death as her castle as will fall and will be buried along with her son. So Jalal and Jodha may have to arrange for some special Hakim to take care of her than punishing her. And that could be the reason she was attached Salim but not to the prior kids. Seeing JO happy with the kid he will leave the kid there go for a urgent work..Ruqu will come from bath and Zeenat will add spice that Jallu taken & gave kid to JO... Zeenat will be caught by birbal mean while with the clues and she blabber that she killed Hassan, but Hussein death & Jo condition is because of Ruqu poison, but Ruqu will blabber she gave ark to loose JO mental balance and didn't harm her .. Zeenat & Ruqu will be punished.. Ruqu unknowingly trying to harm JO will loose position..
