No Akbar's reforms had nothing to do with any girl children of his own family - he was far too progressive to have held his own women back - his education reform was for the ppl - and along with education for the girl child he even worked out the kind of curriculum that children shd have - which had a lot of scientific and liberal learning.

As for the right to property, this was again a general reform to ensure that women were financially independent
