I think he meant that Ruqaiya has got the closest place to him, not in heart, but on his mind or in his life till now😊😊! Although I can see him getting distracted and irritated from her nowadays😆

Ruqs is special because she is his childhood friend and they have been through many thick and thin since then till Jodha came into his life.

The position that Ruqaiyya has in Jalal's Life not Jodha, or anyone else for that matter, can take. 😊

And if Jodha believes so then it is her "galat faimi".
