I don't think Jalal is out for revenge from Jodha. My belief is that he has fallen for her but is unable to come to terms with it. His confession to Ruqs was from the heart until he noticed that she was hurt and if you remember, she is the one who tells him not to joke ever again about this matter. So he takes it from there and says, "yes, it was a joke". His "I don't have a heart" was said in a wry sort of fashion, almost like "my dear best friend, Ruqu, you think I don't have a heart but unfortunately I have discovered I do have one." Even after Ruqs leaves him, his eyes are reflective, not evil or gloatingly naughty, he is pondering this sudden and uncertain fate of his non existent beating heart.
What I also liked was that there is no deception on the part of Ruqs as to how she feels about Jodha or Jalal's relationship with his other begum. She is so open about how she feels, she tells him she will not go to Amer because it is Jodha's maiyke and that he very well knows the reason why she will not like going there. I found her openness with him totally beguiling, she is not afraid to expose her vulnerabilities in front of her Jalal. He is her own, not just her husband but her best friend, her cousin, her family, in front of him she need not mask any of her feelings, she does not fear that he will judge her, ever. She is Ruquaiya to him, his Ruquaiya, and their relationship is beyond his love or relationships with his other begums.
This aspect of Jalal's and Ruq's relationship will make it difficult for Jalal to profess his love for Jodha. No wonder he shares the upbringing of Salim with Ruqs and later hands over baby Shah Jahan to Ruqs, his way of sharing his love for Jodha with his best friend, Ruquaiya.
