That's Asif from BB. He was always picked on because he couldn't speak Hindi properly. And the dog is Heaven who was sent into the house. Heaven and Asif were inseparable. And when Asif got out and realized what his "friends" had done he couldn't hold back his tears and got the first genuine hug from Salman. Also when Asif left, Heaven stayed at the door pawing at it hoping Asif would come back. So that's what the siggy is about.
