Firstly Mona is certainly not obese. That can't be determined completely by vision anyway, it's based off of body mass index.
Personally I thought she looked really beautiful in the episode where she wore the brown and gold sari with the sleeveless blouse. Variation in sleeve lengths and styles is more appealing anyway, just seeing her in long sleeves and high necks would get boring after a while.
@Nikita: As for the fashion trend of elbow-length sleeves, recently I would say it has been around in mainstream since around 2009. A lot of it was triggered when Sabyasachi introduced it in his lines and Vidya Balan appeared in it a lot as a consequence. I think it's good for variation at times and can give an elegant appeal when the long sleeves or the sari is sheer, but when it's thick fabric on thick fabric it appears to be very matronly. It mainly tends to look good on women 40+, because it goes with the natural grace in wearing a sari at that age, or slim girls barely out of their teens because of the contrast with their generally fresh and young demeanors. However anywhere in between those ages it doesn't prove to be a very desirable fashion statement. Don't get why so many are interested in wearing it.
