No, he didn’t say it out aloud only in his head. He has accepted it but no he can’t say it. In my head though, he will not say it until the end of the story timeline I have in mind. That’s just the way I wanted it to be because I have personal experience with such people. He won’t say the words but he loves her so much that it doesn’t matter that he won’t say it. I hope I made some sense!
