I don't think it is Shivaay because Dai Ma recognized him and called him "Shivu", she was talking about someone else.

It won't be SSO because Dadi always calls him a replica of his granddad, and it will hit SSO more if one of his bros is illegitimate, than he himself.

Maybe Shakti has another son they don't know about. Elder to Shivaay, which makes him a contender for the empire.
