the answer is Umbridge.

easy peasy.

Umbridge has won all worst person in HP polls.

she was introduced in 5th book but she has left more impact than many other char

also even after her removal she was still the worst in 7th book

and she was definitely not intelligent as she cud not vanish Twin's joke products but she was powerful.

Its 20 years completion of Potter series and thus I've came up with my new riddle. Quite an easy one though.
Here I go:
" Quaint and interesting,
Important yet sorrowful,
Named after one,
And put grief in some,
Yet provided happiness to many."
