Yes, true. Whenever he apologises it looks like he's doing it not because he means, but because he has to since he's the administrator. It looks forced. And, as soon as he apologises he makes a bigger mistake. He doesn't even ponder for a second or think of giving a chance for the other person to defend. When a student who's sincere is blamed for cheating it is the administrator/teacher who should be investigating before rusticating her/him. But, Savi is not their favourite. So, why will they give benefit of doubt.
In today's epi, he was the only one who tried to speak in Savi favor or give her a chance but was cornered by other Bhosles & the teacher. Although later he got agitated by Savi. But towards end while driving home he was again shown in conflicting emotions about the whole matter.
I don't think his apology is coming out of compulsion. If that was the case, he wouldn't be trying to find out ways to apologize, he could just with a non-serious face murmur a faint apology.
This is a general perspective imo, that all the episodes & story so far need to be seen to understand where the characters stand or if there is any development. Seeing characters only from someone else prism, statement, comments or pov or with only a couple of scenes here and there will always leave room for a non accurate analysis & deduction.
