I don't think they made Shruthi a Naxalite to portray her as strong & courageous...it was to give justification of why Virat is not revealing anything to Sai.
How it makes sense. Without shruti being nexalite also police will be behind her to get sada information from her that's what virat said too. She will put in jail for being involved in her husband activities without her being nexalite. Kd shruti is like that, she was not nexalite but she supported her husband in his doings. And she changed her ways because of rono and asked her husband too change. They will show same with ghum shruti too. So her being nexalite was not at all needed.
