I think he has used his tact to allow Sai to fire the ammunition. He will do the damage control while allowing her to go blasting everyone the way he cannot. Because if he opens his mouth it will be the end of a lot of things for the family equations, he knows. With Sai going all guns blazing, all he has to do is what he does best -- listen to Kaku complain and shake his head and say "Please kaku" 😂😂

He's only good at damage control, not firing. He'll make that there is no collateral damage while Sai causes the bomb blast.
