I think a similar logic for why the song sequence wasn't a hot hot one applies to the jewellery sequence here. On KC, they were stealing a few precious, private moments to celebrate the festival of love. That moment was just about them and their love. It was also the first big milestone after their reunion and so they were feeling more bonded and close than ever. So feelings, including happiness, love, desire, were running high. Maan was loving Geet with every touch, every gesture.
On the other hand, in the birthday jewellery scene, it was not just Maan and Geet in the mental picture. There was an invasion of a third party that was bothering Geet so Maan had to give her comfort and reassurance rather than showing their mutual desire. I guess Geet was feeling disoriented by another man trying to claim her so with every gesture here, different from KC, Maan wasn't declaring his love exactly, but his ownership. With every piece of jewellery he was saying, you are mine and nobody can take you away, which was perfectly capped by the sindoor.
On a technical level the hotness factor was reduced because they didn't hug in the end the way they did in A'sar (with his hand holding her neck, ishh!) but she leaned on him for support, and they didn't show the dori or the waistband which were the hottest parts of A'sar. But like I said, I think the purpose of the scene was different here.
