I think dey r still in da city bt der r parts in da outskrts of city which fall under a Panchayath... ver da council has the Sarpanj as the head bt dey follow da rules of da city as well... its a bit far frm da city center bt still a part of the city bt falls under a diffrnt panchayath n nt a municipality😉
