I think he wants her to take the first step or atleast a hint like she gave when she came looking for him downstairs in the lounge. He was shocked when she said don't ask for a kiss, maybe that's why he thinks she's not ready yet to take the plunge, so he is wearing her down with all the anticipation and little action.
