Its a lil more complicated than that. The contracts WERE renewed in 2011, and they added a clause that whoever gets hired AFTER 2011 July gets a lower wage per hour, which is Rs.16 an hour, anyone hired before 2011 gets Rs. 22 an hour

But according to wage reports some people randomly in Gurgaon and across other workshops have been making MORE than Rs.16 an hour.

If they were hired after July 2011 they should be making Rs.16 or LOWER
But looks like thats not the case

II's bench marking study will try to establish, WHATEVER the rate may be NOW, its MUCH higher than other Maruti dealers in NCR and other Hyundai and Toyota dealers in NCR

so the issues boils down to answering the labour who weren't given the wage raise and also explaining why the newer employees are favoured more??
