I was going to clarify this in the next update actually, but a little heads up nevertheless will tell you.

The timelines of the story are a little confusing I'll agree as they tend to jump a few days. If D is the day when the PenPal initiative ends,

1. Khushi hears the announcement in school on D-2 days

2. Arnav goes to apply for his TC on D day (but he doesn't know that a letter has come for him)

3. Arnav goes to pick up his TC on D+2 day when he meets the Literary captain who tells him that the PenPal initiative got over couple of days ago.

So when the clerk handed over all his documents and certificates in the manila envelope, this was part of the clearance that he received from the English Department. hope that makes sense 😊
