I think it is after the fest, and after the car/taxi scene. Maybe before going to the airport, Veera demands to see the lover's bridge for one last time and that's when ties the lock?!

But agar vo lock laga rahi hai toh pakka se she has fully realised she loves him na. But I dont think she must have confessed it to Baldev 😆 Vo ainvayi smile kar raha hoga
