Why not Dev?

If Durga wants to be an equal to sakshi and take revenge from her why can't she just marry dev - why has it got tk be shaurya. Dev is oldest she would have the same right if not more by marrying the heir to the goenka family. She could easily take revenge and not marry a rapist. It's ridiculous to marry your sisters rapist.
