Dev Goenka and his Visa

In one of the earlier episodes of Ek Hasina Thi, it showed Rajnath Goenka talking with someone on phone, appreciating him, but taunting him that he has now become a big person, being a Deputy High Commissioner in the United States, and that he wanted some favour from him to prevent Dev Goenka coming back to India, by complicating his Visa issue.

Thing is that United States is not a commonwealth country, since only in Commonwealth Countries High Commisioners, and Deputy High Commisioners are posted, instead of Ambassdor, and Consul General, or Deputy Consul General. There should also be no problem for Dev to come back to India, because being an Indian citizen he does not need a Visa, unless he has acquired American citizenship or his American Visa has some issues, which has never been revealed to us.
