and tell no i will not arrest him at all .

we see this thing is war .

Dharam was sooooooo sad at that time and he was blammed alot he has very soft heart he use to say that he thinks with his mind but it is wrong he thinks with heart so he will not arrest Veer but if he arrests him he will go again and again to meet his dear Veer
