Shiv sutras are believed to be originated from Shiva's Tandava dance.
At the end of His Cosmic Dance,
Shiva, the Lord of Dance,
with a view to bless the sages Sanaka and so on,
played on His Damaru fourteen times,
from which emerged the following fourteen Sutras,
popularly known as Shiva Sutras or Maheshwara Sutras.

clarify there are TWO TEXTS which go under the name "Shiva Sutras."
The first one is a set of religious / philosophical verses with deep spiritual insights which were revealed by Lord Shiva to Sage Vasugupta. This text forms the cornerstone for Kashmir Shaivism. Minakshi had posted long time back a thread on these verses. I am unable to locate that thread right now.The Second text which goes by the name Shiva Sutras or Maheshwara Sutras (Sutrani - in Sanskrit) was revealed to Panini - the great Sanskrit grammarian to enable him formulate the rules of Sanskrit grammar.Since the serial showed Lord Shiva playing the Damaru 14 times I am inclined to believe it is the second text the CVs may be referring to.The story goes like this- Panini was attempting to compose and codify the rules of Sanskrit grammar in such a manner that it will withstand the ravages of time.When he was in meditation, Lord Shiva appeared before him and played his damaru in a specific manner 14 times.Panini- the genius that he was, understood all that Shiva wanted to tell him.Panini captured the sounds of the damaru and translated them into syllables. From these sounds emerged the 14 syllables which provided Panini with the basis for formulating the rules of Sanskrit grammar.These 14 verses are known as "Maheshwara Sutras" or "Maheshwara Sutrani" (in Sanskrit)These verses are just a collection of sounds and if you say them aloud, in one breath, they really sound like drum beats.And because they emerged from a Divine source, they were so perfect...so complete that Panini was able to create, compile codify the rules of Sanskrit grammar in such a way and till today they have remained unchanged.
