No, both the peacock (vahan) and the rooster (emblem) are forms of Surapadman (Takasuran's eldest brother). During the closing stages of the battle, Surapadman resorts to Maya and begins to appear in different forms. This represents the maya of illusion or ignorance. At one point, Surapadman took the form of a mango tree. Muruga, who had had enough of this battle hurled his Vel at the 'tree'. The Vel which symbolizes 'gyana' or the power of knowledge pierced the tree and split it into two.
When the Vel caused Surapadman's body to split asunder, all his ignorance and arrogance vanished and in this new frame of mind, he was able to appreciate who Murugan actually was. This was how Gyana (Knowledge) triumphed over Timira (Darkness).
In his dying moments, Surapadman sought pardon and mercy and Kartikeya transformed him into a peacock and made him his Vahana. He also transformed him into a rooster - to be displayed as his emblem / flag- signifying that Muruga considers his devotees to be higher than he himself.
Simhamukha- the middle brother - who also repented for his actions, was given the honour of becoming Durga's vehicle.
